Thomas Butler Dowda (23 September 1898 – 2 September 1986) was an American politician who represented his district in the Florida House of Representatives as a Democrat from 1941 to 1953. He was born in Smyrna, Georgia, and attended Stetson University before entering public life. He died in 1986 at the age of eighty-seven, two weeks short of his eighty-eighth birthday.

Dowda is one of relatively few published carriers of the Dowda surname spelling — a form that retains the genitive ending of the original Irish, kept in family records where most American branches had reduced it to Dowd.
