Nancy M. O’Fallon Dowdy is an American nuclear physicist who, after a research career at Argonne National Laboratory and the University of Chicago, became one of the United States’ senior technical negotiators on nuclear arms control during the late Cold War and the post-Soviet transition. She received her PhD in physics in 1966; in 1976 she was promoted to physicist at Argonne, where she worked until 1983, when she was appointed assistant vice president for research at the University of Chicago. In 1989 she joined the US Arms Control and Disarmament Agency, serving for three years as the agency’s representative to the Strategic Arms Reduction Treaty (START) delegation and as chief science advisor; from 1991 she was a US representative to the Joint Compliance and Inspection Commission in Geneva, the body responsible for verifying compliance with START I. From 1992 to 1993 she served as Special Representative for Arms Control and Disarmament Negotiations under President George H.W. Bush. She joined Battelle Pacific Northwest National Laboratory as senior program manager in 1993, retired in 1995, and was elected a Fellow of the American Physical Society in 1996. She and her husband run a national security consulting practice as Dowdy Associates.
