Clark Wayne Dowd (1 November 1941 – 16 June 2016) was an American politician and lawyer who represented Texarkana in the Arkansas State Senate for more than two decades. Born in Texarkana on the Arkansas-Texas border, he attended Southern Arkansas University and took his law degree at the University of Arkansas School of Law before returning home to practise.
A Democrat, Dowd was elected to the Arkansas Senate in 1978 and served there continuously until 2000, a tenure of twenty-two years. He continued to practise law in Texarkana after leaving office. He died in 2016 in Hot Springs while attending the Arkansas Bar Association’s annual meeting.
